Celo became an OP Stack L2 in 2025, fully transparent at the base layer. Ligero's integration in July 2026 brought KYC-gated private payments aimed at payroll and treasury, and the older SocialConnect service still protects phone-number lookups rather than payments. Meanwhile roughly 16 million MiniPay wallets transact in full public view, which is the real measure of the gap.
